I suggest that our reply might take note of Japanese willingness to express regret and consider indemnification of British subjects involved. e should attach a claim accordingly or if it is not yet ready state that it will be presented in due We could then add that it might be difficult to prevent eventual publication but in that case the Japanese Government would of course be free to publish their findings.

In my view the present moment would be most inopportune for publication in particular owing to prejudicial effect it would have in naval circles on proposed informal discussions on naval questions (iny telegram No. 526). And then there is also the situation at eihaiwei and the question of shipping on the Yangts to be considered.
