I suggest that our reply might take note of Japanese willingness to express regret and consider indemnification of British subjects involved. e should attach a claim accordingly or if it is not yet ready state that it will be presented in due We could then add that it might be difficult to prevent eventual publication but in that case the Japanese Government would of course be free to publish their findings.
